Creates a MwFile object from ArrayBuffer-encoded data.
Parameters
- arrayBuffer: ArrayBuffer
  The ArrayBuffer-encoded data for the file.
- name: string
  The name of the file.
- type: string
  The MIME type of the file.
Returns MwFile
A MwFile object that contains the file data and metadata.
